Fixing Vote Points

Voting does not give you vote points and half the time voting doesn't work. It has been like this for at least 3 months. I suggest that it be fixed so that people have not just an incentive to vote, but the ability to vote without issues.

I don't think it's the IDP dev's fault, I believe it has something to do with the Votifier devs not updating or something, please correct me if I'm wrong though.

I think we disabled Votifier, thinking it had to be updated. Thing is, it doesn't need to be updated, as it uses no bukkit events.

It could be re-enabled at any time. I'll talk to hret about it later.

Could you maybe add on the welcome message "hotlinks" to the voting site, say every 24 hours and it only does it once a day.
