Banned 20 days for using xray right in front of me and telling me that he was using an xray texture pack.

Maybe he didn't know. Did you ask him to turn it off? Did you point in the direction of the rules? Judging by your own screenshot, you didn't. What's with the crazy ban happy staff recently? Banning is not the first god damn resort.

I could have told him it wasn't allowed and I should have. Even so, I would still have to ban him on the grounds that there is no proof that he wouldn't continue using the texture pack. Hopefully he can put the pieces together and figure out why he got banned.

20 days is insane for a first time offence, especially with someone who doesn't know the rules, but whatever, I didn't ban him.

I asked Alpha if I used an appropriate ban time. He said 20 days seems fair. X-Ray is a serious offence.

But he's essentially banned for 20 days without knowing where to reflect on his actions. No where to read the rules. He wasn't even directed to the location of the rules.

When first joining, there is a message saying visit the forums at forums.innecits.net

People should read the server rules.

Perhaps have all the rules at spawn or seen by using a /rules or /help?

Yes, I think we should have the rules somewhere on the server. People aren't as likely to read the forum as they would if the rules were right in front of them.
