A flag that allows hostile mobs to stay spawned even if you leave!

What need is there for this. The mob won't despawn if you're not away too long.

as soon as the chunk is unloaded they despawn so if there is nobody around or nearby they will all despwn

There's a small grace period though. If you were to die then go back immediately to that area (even if no one is there) the mobs will still be there. But if you wait a bit they won't.

The reason why I suggested this was because in my nether lot, I'm making a science lab. I thought it'd be neat if the monsters in test tubes could stay alive. :s

This is I suppose.

The reason why I suggested this was because in my nether lot, I'm making a science lab. I thought it'd be neat if the monsters in test tubes could stay alive. :s

Also you could put skeletons in cages with holes in them to shoot people away from ur castle/home! Or so you could have a graveyard with zombles.

We would need to modify vanilla behavior if we were to do this, which won't happen. The only way to do this would be to keep chunks loaded, which is a BAD idea, because then the server will be more susceptible to OOM (out of memory) issues.
