Title: Allowing lotallowed Moderators to Set Flags

If a moderator is allowed to your lot, they can set a flag. This comes in handy when the admins are either AFK or not online.

Thoughts?

This is why the users need to be able to see some of the minor changes so we don't post WIP features.

In addition to this I think everyone should be able to set their own sublot flags.

I removed that restriction in the latest update. Thing is, it was meant that users not be able to set PvP in a sub-lot, which is still there.

And I like this idea! To redmine we go!
