I could have told him it wasn't allowed and I should have. Even so, I would still have to ban him on the grounds that there is no proof that he wouldn't continue using the texture pack. Hopefully he can put the pieces together and figure out why he got banned.

Perhaps have all the rules at spawn or seen by using a /rules or /help?
