Title: Vote points allow raw drops to be given from blocks

This is an idea that I put on our redmine, that Hret suggested I post here. It's quite silly that I post it in the suggestion board, but since it involves the players, I want to get your opinion.

It would be restricted of course, but it would use up a certain amount of points per block broken. Toggled of course, no need to use up the points directly, it's better to make this feature toggled.

Allow silk touch for everyone, if you're going to do this. You want to keep blocks rare, and then you pull stunts like this?

I would think that they would disable certain blocks to prevent this.

Also players are not able to pick up raw blocks like diamond ores.

What about Reszone would the points be used there? and I think it would be good if this only happens when your using a enchanted pickaxe/axe/shovel
