A flag which lets ONLY you use the enchanting table on your lot or a flag which lets ONLY you and your lot members use enchanting tables on your lot.

what's the bad problem with people using u r enchantment tables anyway?

If you don't want someone to use the enchantment table, just lotban them. Or put it behind an iron door.
