New Flag(or allow): MobAllow

The MobAllow flag would allow other people use fishing rods to teleport mobs on your lot. This way, the seller or the person giving the mob away does not need to lure the mob inside the lot with wheat. Also there could be a way to allow a certain person to place mobs on your lot, like /lotmoballow (name) to allow them.
