So basically there's a timer on each ore separately? hmm....

In that case how about just throwing out the timer idea. Instead how about just showing the quota every time the current ore's quota changes?

For example, you mine 1 Diamond and you get a message "Diamond: 1/16", you mine another, "Diamond 2/16". And also have it show the quota whenever it subtracts a number?

I think displaying the current consumption with /quota would be quite useful, great idea.

+1 for /quota command, but I think showing a message every time you mine a block with a quota would be incredibly obnoxious.
