That sounds boring.....It sounds very restricting only letting ender pearls be used on your own or lotallowed lots.
I like the damage idea better.

Well, allowing them to be used anywhere would become a total mess, people would jump into other peoples buildings.. Perhaps in places such as reszone they could be allowed to be used anywhere? Or even the Aether, providing it doesn't enter someones lot?

If they don't want said person to keep teleporting themselves onto their lot they could just lotban them.

What if they don't want ANYONE to teleport in their lot.. Say its a shop, maze or jumping puzzle..
