Item pickup on un owned lots

Eggnaug:
As you know there are a lot of un owned lots in both lot area 2 and 3

Because these lots are mostly grass, it is the perfect area for mobs to spawn.

However, becasue none of these lots have the flag itempickup on, it is impossible to harvest items from these mobs

Is there any way to turn the flag on for un owned lots
