We don't do an IP ban with every ban, this is because we may end up banning those who have done nothing, only in cases such as this where we suspect multiple accounts owned by the same person do we IP ban a player.

Although it may not be true, we have no reason to suspect that the person was not his mother, she did not make any unreasonable requests, nor demand he be unbanned, she had no major affect on his ban. Also what evidence do you have that bull is minekid? Was there not only talk of them being friends? It seems like leeping to conclusions without evidence..
