I can vouch for HungryBobby22, Diplomatic_Fox_ is actually Penguin12344321's account, so I would recommend that you just IP ban HungryBobby22 Temporarily until is time is up (Penguin12344321 and HungryBobby22 are not brothers and do not use the same IP), because he actually did not ask Penguin12344321 if he could use that account.

TheReasoning:
Hungry had access to the account, therefore it is Penguin's fault for allowing a banned player access to the account in the first place.
