Lots cost vote points

Sorry, I do not like interfering with an essential part of Innectis by requiring vote points in order to get new lots.

How would one pay for a lot? Since we don't have the ability to transfer vP's.

Possibly implement this feature with the add lot command? Not sure on that.

We shouldn't implement it into the addlot command, and I won't make vote points transferable.
