Caps Restriction

hello,
I know alot of people have been having trouble with people that use caps to much! well I had the idea and it has been done on other servers I play to restrict caps in a message so basically you cant hae any more than 3 or  4 caps ect. Then if you do more the message doesnt show in chat! and if you keep doing it you get muted for 5 - 10 min and if you keep going you  get kicked ect.

Before the player can be muted, they must be warned. Same goes with bans. Also, you'd get infracted every time you wanted to speak to SGT_ADZ or use of a capital letter.

Even though I do agree with a caps lock block (and seriously thought about adding it) it would create to much of a performance penalty.
Aside from that it would result in a lot of false positives (see l_liamw's example).
