Well it does discourage x-ray, and at the same time it does keep things a bit more fair to players who cant do tinyWE.

I'm not so sure having a quota for Super+ only would be a good idea, I get your idea that they should only have it because of TinyWE. But that might also be a good reason for someone NOT to donate/upgrade beyond VIP.
I really think the quota is fine as it is right now for keeping things fair, with Fortune 3 16 diamond blocks can still potentially get you a stack of diamonds per hour.
