Regarding the End/End Portal

I agree he went into the hard work of finding and creating eyes of ender.
But its still unfair on others.
There should at least be a warp or public ender portal.

Yes, disabling the use of the portal is the best solution. We cannot remove the portal itself since that's griefing.

SGT_ADZ:
Only allow portals in reszone. Wolf having it in his own lot gives him an unfair advantage over others.
