Suggesting something to someone is a more polite or mild way of asking someone to do something, from my point of view, you were asking people for nominations. However if you simply wanted to notify people that you would like to join the User Council, then it would be more appropriate to say something such as:
* I would like to join this!
* Seems like fun! :)
