There is no rank requirement, you just need to be nominated by a minimum of 2 people and then voted in :)

I nominate luetzj because he has been playing for a bit over a year, and probably knows quite a bit more about IDP than other people. He gets to the point and is respected by many members of the community.

I agree there needs to be more variety maybe a user and mod/admin on the team to get different POV's because every rank ha a slightly different point of view having a user will be good to get the view of people who have a big disadvantage from everybody else and a mod/admin has the balancing view of the servers better wellbeing
