Well this setflag will let Creeper's blow up blocks within there blast radius. For players that want a hardcore lot or a lot that is like vanilla minecraft. If you really want you can set it so only VIPs + or Mods + can set this flag.

Destruction: Allows blocks to be destroyed by fire/projectiles on a lot (fire spreading too)

Nothing about creepers.
