The NoLightningPortal flag would make it so if a item hits a portal, nothing happens. This would be useful because if you have a portal on your lot, people don't spam lightning and hurt others nearby. Also, it might prevent lag caused by rapid fire dispensers into a portal. (Don't know if that is true)

Interesting thought, although, perhaps reversing it? So it only works on lots with a LightningPortal flag?
