Lot allow/deny Signs

The addition of signs that can only be right clicked by the lot owner. These signs would allow a person to build on the lot, and they could deny a person access to build on said lot. No other people could edit these signs to prevent griefing. They would be 2 different signs, so 2 signs would be required to do this.

Eg: Sign 1

[Allow]
Eggnaug

Eg: Sign 2

[Deny]

This seems to be unnecessary, since this already exists in the IDP in command line form.  I don't see any advantage that would be gained from doing the same thing in a physical form on signs.

I just thought it could be a bit easier :L But oh well, was worth a shot xD
