Not even sure if this is possible yet... but I doubt it is, at least the ability to add new mobs. Adding horses would require hooking the keyboard to directional events, which I don't think is possible from a plugin standpoint.

Well it could rely upon user direction? and getting on/off like we already do with mobs.
