Giving Mods the ability to place water/lava without being lot allowed

It's very agitating for mods to have to wait for a person to lot allow them in order to help place water/lava. I think it would be easier to let mods have the power to place water/lava without the need for lot allowing.

They risk the possibility of being fired if they break server rules.

+1 for this because sometimes users can't seem to figure out the /allow command.

what if when all lots are made that all admins/mods are lot allowed so that there is no need for fuss or anything?
because I dont see any of our mod/admins griefing someone...
