I had a problem where I did not have it. My mom had deleted/uninstalled it. I made a topic on Stealthbot.net and nobody could really help.

Advise:
Try opening the "Run" thing and typing "paint.exe"
Get paint.exe from a friend.

It was probably re-written to support Vista's Kernel. That's why it doesn't work on XP =/

Silly's... most of the things that work only on VISTA or are MADE FOR VISTA will not work on any other system (Unless you are EMULATING a second OS on your computer, which is stupid).
